Dear all,
have you noticed, how NMSs all aroud the world are developing hazardous weather warning systems nowadays - and not only in aeronautical meteorology? Are you aware, if someone has allready developed definitions that our Et-Et group could compare with our solutions? -Leena

Thanks for your great effort in incorporating comments from all of us.

After revisiting the draft 2nd level competencies for Aeronautical Meteorological Observer in version 18 dated 2 July 2010, I have further comments and suggestions as follows :

1. In performance criterion 1.2, suggest to amend the description “Anticipate likely short-term changes in weather at the station” to read as “Be aware of likely short-term changes in weather at the station” as the former might be taken as that the Observer should be able to prepare TREND forecast which is under the scope of Aeronautical Meteorological Forecaster.

2. In performance criterion 4.2, suggest to delete “anticipated significant changes” to read as “Alert forecasters to observed changes in the weather within the local area, as required” based on the same reasoning in para.1.

3. In the second last paragraph of “Background knowledge and skills” under section 4, it is noticed that the requirement “Explain the functioning, use and interpretation of products from the World Area Forecast System (WAFS); products provided by the Volcanic Ash Advisory Centres (VAACs) and Tropical Cyclone Advisory Centres (TCACs)” is the same as that for Aeronautical Meteorological Forecaster. It might be too harsh for Observers to have the same depth of understanding as Forecasters in respect of the use and interpretation of forecast products from WAFS. It is suggested that this requirement be amended to “Describe the functions of the products from the World Area Forecast System (WAFS)” and “Interpret the advisories from the Volcanic Ash Advisory Centres (VAACs) and Tropical Cyclone Advisory Centres (TCACs).

We could have more in-depth discussions in the meeting in Kelowna next week.
